eIFL in Kyrgyzstan

Work on development of the "Electronic information for libraries" project (eIFL) was begun in Kyrgyzstan in 2001. In April, 2001 the coordinator of the eIFL.net Consortium, Rima Kuprite, visited Bishkek for the first time. Within the framework of this visit, the presentation of the eIFL.net project and EBSCO databases for librarians in Kyrgyzstan was presented.
2002
In March, 2002 in Tashkent the working meeting of eIFL national coordinators of the Central Asian countries was held. A major goal of a meeting became development of ways of joint progress of the project in the countries of Central Asia, expansion of activity of national coordinators on expansion of activity on attraction of libraries and other interested organizations working in sphere of rendering of information services to participation in the project. The Kyrgyz delegation was represented by the eIFL national coordinator in Kyrgyzstan Rose Ahmatovna Turdukeeva, by the head of BHU scientific library , Shapovalova Ella Boriosovna, by the director of IIIEP scientific library, Battalova Sania Salihzjanovna, the head of a department of computer technologies of the National library of the KR.
Since April, 2002 registration of libraries of Kyrgyzstan began for access to EBSCO database. Among the first registered users of EBSCO base in Kyrgyzstan there were head libraries of Bishkek: the National Library of the Kyrgyz Republic, Republic Library for Youth and Children, State Patent Technical Library, and also scientific libraries of Higher Schools, such as Bishkek Humanitarian University, Kyrgyz Technical University, etc.
Successful progress of the project demanded realization of the whole complex of training and marketing actions as librarians, faculties, students, experts practically had no experience and skills of scientific online resources use. Working group of experts in which there were the national coordinator of project Turdukeeva Rosa Ahmatovna, Sania Battalova, Rahat Isaeva and Fedor Bakalov have prepared the plan of presentation actions for an explanation of participation principles and advantages of databases online resources use of the full-text scientific periodicals to various user groups.
Except for presentations, meetings, consultations, seminars directed on wide informing of experts and heads of libraries about new opportunities and resources were carried out. So, in 2002 the following actions were carried out:
- July, 10 for Bishkek librarians
- September, 5 for lawyers, advocates, students and faculties of legal sciences
- September, 10 for heads and experts of universities
- September, 17 for scientists of Issyk-Kul area
- September, 26 for the international organizations
- October, 11 for medical stuff
- October, 25 for graduates of the American programs
Realization of the this actions has created information base for the further progress of the project

2003
- March - creation of a distribution sheet of organizations - users of online databases within the framework of the eIFL project , and also for all libraries participating in a consortium.
- May - presentation of Integrum databases for heads of higher educational institutions and heads of libraries of Bishkek.
- December - presentations of online EBSCO databases, ProQuest, Cambridge University Press, Oxford University Press, DOAJ, Integrum.
The same year there was a change of the eIFL national coordinator in Kyrgyzstan. By the decision of directors' Council of the Library Information Consortium Association Shapovalova Ella Borisovna, the director of IIIEP library , has replaced Turdukeeva R.A. on this post.

2004
Development of the project demanded progress of the information on resources offered in its frameworks not only in capital of Kyrgyzstan, but also in regions of the country. Due to this, the basic direction of activity in 2004 became progress of the program the Online information for libraries in regions of republic. This direction of activity has received additional financing as the grant from eIFL, due to these means a number of effective actions is carried out.
Presentations of the project, training to principles of information search, and also registration of regional libraries for access to EBSCO resources, are carried out in the following areas
- May, 17 the Osh area
- May, 18 Batken area
- May, 20 Djalabad area
- October, 16 Naryn area
- October, 29 Issyk-Kul area

2005
Continuation of activity on progress of the online scientific periodicals resources:
- January, 28 Talas area
- March, 25 Chui area
In 2005 we finish work on the grant received from eIFL in 2004, and also we plan to carry out the following work:
- February - March Creation of the Consortium web-site
- March - April the edition of the user's Guide on work with all offered resources in Russian, Kyrgyz and English. The edition of the booklet about the consortium, and also information leaflets for libraries and their users with the information on resources of online full-text scientific databases. Arrangement of the given documents and instructions on a site of the consortium is also planned.
- " Wide informing of scientific community, students, faculties, other groups of users about resources given within the framework of the eIFL project, expansion of actions for training to work with the online information as librarians, and users of libraries. Active work with libraries and organizations - participants regarding advisory, methodical work, realization of trainings and seminars on their enquiries.
- Use of mass-media and other forms for advertising and progress of this resources.
- Attraction of new users - libraries, the organizations, the state institutions to participation in the project working in the field of information.
- Fund raising on continuation of a subscription to EBSCO resources, and also on others (including Russian-speaking) databases on a contractual basis between Universities, libraries, the organizations and "Library-information consortium" Association.
- "Search of sponsors and other organizations and the state institutions interested in use of this resources, their progress in Kyrgyzstan with a view of additional financial support and development of the project.
Now the registered participants of the project and active users offered within the framework of the project databases became the libraries of Bishkek, and also Osh, Issyk-Kul areas.
There are 19 total libraries - users of databases of the scientific periodicals of EBSCO.
