Roundtable?was dedicated to the 10th Anniversary of the Budapest?Open Access Initiative (http://www.soros.org/openaccess/read). S.K. Rafikova, OA-eIFL Coordinator in Kyrgyzstan, gave presentation "Open Access in Kyrgyzstan. The Contribution of Libraries: Achievements and Plans". During the roundtable participants discussed the following problems:

- support of Open Access infrastructure,

- impact of Open Access on scientific communication,

- the use of research results in Open Access,

- what it is needed for the development of Open Access in Kyrgyzstan and in the world?

Workshop on prevention and advocacy of tuberculosis

Kant, Chui Oblast Library

The Kyrgyz Libraries Information Consortium jointly with the National Society of Red Crescent of the Kyrgyz Republic conducted a workshop for rural librarians of Issyk-Ata region of Chui oblast in the framework of the "Public libraries in TB promotion - a new initiative to reverse the trend of tuberculosis in Kyrgyzstan" Project.

The purpose of the workshop is learning new mechanisms for the prevention and advocacy of tuberculosis in a rural community.

Workshop "The main components of advocacy"

Venue:

Bishkek, Republic Library for Children and Youth

The two-day workshop held under the project "Public libraries in TB promotion - a new initiative to reverse the trend of tuberculosis in Kyrgyzstan" The workshop was attended by 16 librarians from participating libraries.
The trainers were specialists of the Kyrgyz Red Crescent Rahat Ismailova, Svetlana Sooronova and doctors - Tynara Sulaimanova and Tursun Koshbaeva. Workshop participants learned how TB is spreading, what are the symptoms, who are most at risk of this disease, what are the preventive measures of tuberculosis and much more.

Roundtable "Copyright in library science of the Kyrgyz Republic"

The roundtable was dedicated to the World Copyright and Book Day. In the framework of the roundtable copyright compliance in using of electronic Internet resources in libraries was discussed, as well as new amendments to the copyright law of the Kyrgyz Republic. Specialists of the State Intellectual Property Agency of KR (Kyrgyzpatent) gave professional comments to the Law "About Guarantees and Freedom of Access to Information" and "About informatization" as applied to university libraries of the Kyrgyz Republic.

Workshop "Using Web 2.0 in library activity"

Venue:

Bishkek, American University of Central Asia, Library

Leading library specialists of Bishkek took part in the workshop. The main trainer of the workshop was Nurilya Sarybaeva - Director of Library and Information Center of the Kyrgyz State Technical University.

The main purpose of the workshop was to learn the opportunities of use of Web 2.0 services in library activity.

Participants learned the history and major principles of Web 2.0 creation. The special attention was given to the basic tools of Web 2.0, such as blogs, RSS, wiki, podcast, social network (facebook, odnoklassniki.ru, my.mail.ru).

Participants of the workshop could put into practice the received knowledge. During a practical part of the workshop librarians tried to create their own blogs, to edit some texts in wikipedia and to subscribe to RSS.

Workshop "Book safety: essential principles of book conservation and?digitization technology"

Venue:

Bishkek, Central Scientific Library of the National Academy of Science of Kyrgyzstan

This workshop carried out in the framework of the project "Book heritage of Kyrgyzstan - providing safety and public access" which was supported by The U.S. Ambassador's Fund for Cultural Preservation (AFCP).

Obtained knowlrdge and practical skills will be applied to creation of digital collection of rare books and to preservation of book heritage of Kyrgyzstan.

The main trainers of the workshop were Absamatova K.N. and Tokonova T.T., who had studied bases of book preservation and phase conservation in the Center of preservation of libraries collections of the National library of Kazakhstan (Almaty).

Workshop "The Initiative of Open Access and Copyright Issues in using Electronic Resources"

Venue:

Osh, Osh Regional Library named after Toktogul

This two-day workshop was devoted to Open Access and Copyright Issues in using electronic resources. Among the participants of the workshop were librarians of Osh Regional Library, academic libraries of Osh State University and Kyrgyz-Uzbek University.

The main instructor of the workshop was?Safia Rafikova, Director of the library of American Universiry in Central Asia and eIFL project Coordinator on questions of the intellectual property in Kyrgyzstan.

Total number of participants was 19, including the heads of libraries, deputies of library heads, programmers and administrators, and heads of services.

During the workshop Rafikova S.K. presented short review of International Initiatives on Open Access (Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities, Budapest Open Access Initiative), told about eIFL (Electronic Information in Libraries) program activity in Kyrgyzstan and dwelt on a question concerning creation of full-text electronic resources in libraries by the example of The AUCA Electronic Library and Corporate repository of abstracts of dissertations of Kyrgyzstan's scientists.

The second day was devoted to discussion of copyright issues in using electronic resources and its open access. Participants learned how to use electronic databases of scientific publications (EBSCO, Cambridge Journals, AGORA etc.) available thanks to participation of Kyrgyz libraries in eIFL project.

Workshop "Open Access and Web 2.0: Improving the scientific communications"

Venue:

Bishkek, American University of Central Asia

On August, 2nd and 3, 2008 KLIC in collaboration with?eIFL.net and American University of Central Asia within the framework of the international conference "BarCamp" carried out a two-day workshop "Open Access and Web 2.0: Improving the scientific communications " for kyrgyz librarians.

The main instructor of the workshop was?Irina Kuchma, Program Manager of eIFL-Open Access (Ukraine). Irina Kuchma shared with participants of the workshop an experience of Ukraine libraries on creating the open repositories of scientific publications, told about the?open access politicies, evaluation of?researches and indexes of citing.

On completion of the workshop certificates were given out to participants.

Roundtable "Copyright issues in placing full-text electronic resources in open access"

Venue:

Bishkek, State Patent Technical Library of the Kyrgyz Republic

The main goal of this Round table was improvement copyright knowledge among librarians of university and public libraries of Bishkek in using electronic resources and providing open access to them.

In the framework of the Round table the new edition of the Copyright Model Law was disscussed. This law was passed on the 26-th plenary session of the Interparliamentary Assembly of CIS participant countries on November 18, 2005.

In particular issues of using electronic resources in libraries according to the Model Law were discussed. Participants of the Round table considered problems of authors' right protection when their papers are published in the Internet. Also differences of regulations and standards in Model Law and Kyrgyz Copyright Law were considered.

Specialists of Kyrgyz State Agency of Intellectual property took part in the discussion and they gave some interpretations and consultations for the librarians on legal using electronic and printed materials in libraries.

Workshop "Loading and editing metadata and search strategy in the Kyrgyz Corporate Electronic Repository of abstracts of dissertations"

Bishkek, Central Scientific Medical Library

The workshop carried out in the framework of the project "New forms of library service of scientists of Kyrgyzstan on the basis of creation of the corporate electronic repository of abstracts of dissertations".One of the most important tasks of the workshop was training of 12 specialists from libraries participating in the project to load and edit metadata and use search facility of the repository effectively.

Workshop?"Creation of a corporate electronic repository of abstracts of dissertations of scientists of Kyrgyzstan: the Open Electronic Library"

Venue:

Bishkek, American University of Central Asia, CH-2

The workshop was conducted within the framework of the project "New forms of library service of scientists of Kyrgyzstan on the basis of creation of the corporate electronic repository of abstracts of dissertations".

12 leading university and scientific libraries of Bishkek have taken part in the workshop. Organizational, technical, and legal issues on creation of corporate electronic repository of abstracts of dissertations (archive) on the basis of Russian and international experiences were discussed. All participants have expressed their interest to the project and collaboration in its realization. Each library-participant will be responsible for placing of abstracts of dissertations of scientists in electronic archive with observance of all standards of the Kyrgyz Republic legislation by the conclusion of the author's contract with each author. Free DSpace software is used as a program platform of the corporate electronic repository.

Roundtable "Copyright issues in Librarianship of the Kyrgyz Republic"

Purpose: knowledge improvement in the field of copyright for libraries on using of electronic information resources and their placement in open access.
Heads and information specialists of University and Scientific Libraries participated in the round table discussions. Key report was presented by the Il'iasova N.S., lawyer, Acting Head of the Law Division of the State Agency of Intellectual Property under the Government of Kyrgyz Republic (Kyrgyzpatent).
The following copyright issues were discussed:
